The Washington County Republican Party was formed as far back as the Whiskey Rebellion. Then, as now, Republicans gathered on key issues that were affecting their lives. Citizens became interested in the causes and started to become part of the political process to better the community.
Today WCRP has grown into 176 precincts with 14 school districts and 57 municipalities. We have been successful in bringing in new committee people to our precincts, who see the local, state and national problems. They have been the backbone of helping our conservative candidates win seats in elections. As we grow and become stronger, we bring unity to the Republican Party. We are proud of our Washington County Republican Party and what they have accomplished. We also are proud and support the active W&J College Republicans and the California University Republicans.
When Washington County residents vote, they communicate their opinions and their desires are heard by our candidates, as well as, our elected officials.

WCRP Executive Board
Chairman: Mark Hrutkay*
Mark is a resident of Washington and is a graduate of W&J. He has worked for Consol Energy for 35 years holding numerous management positions, working in the four major divisions of Consol. Mark is currently the Director-Human Resources for CNXC Coal Resources in their corporate office in Southpointe. He has been a regular speaker over the years on workforce planning issues and challenges and has served on numerous college foundation advisory boards. During the 2016 Presidential election Mark was the architect of the unique ‘Secure The Vote’ voter turnout process that was deployed in the energy industry delivering more than 25,000 committed voters on election day to Donald Trump. Mark was deployed as a key presenter of the process to energy companies and their supply chain business partners. Mark brings his experience in organizational development and his strong understanding of the local energy sector to the Washington County Republican Party.
1st Vice Chairman: Dr. Richard H. Martin
Dr. Martin is from Brownsville. He holds multiple degrees, along with a doctorate in Public Administration from WVU. Following retirement from the public schools, he has consulted extensively in education, industry and government. He is an active Blue and Gold Officer for the U. S. Naval Academy, representing the admissions office throughout the region. Before being elected Vice Chairman, Dr. Martin was an active District Manager with WCRP for the Bethlehem Center School District and helps with all of our events and projects during the year. He was very much involved with the Trump, Cook and McClure campaigns in 2016.
2nd Vice Chairman: Dave Ball
Dave is from Peters Township and is a Peters Township Councilman and is also Chairman of the Peters Township Republican Committee. He graduated from Lehigh University with an engineering degree and an MBA from Duquesne University. Dave is a retired steel executive and has 39 years of domestic and international experience in industrial operations, manufacturing and information technology. He has served as an Adjunct Professor at Duquesne University in the School of Business. Dave is a recognized author and speaker on political issues. Many of his writings are featured in our WCRP emails and on our web site. Dave has been a major player with PTR and has consistently worked with WCRP to make the Republican Party in Washington County strong.
Secretary: Jessica Wickard
Jessica is from North Strabane Township, she has been a great asset to WCRP over the years. She is the current Chairman of the N. Strabane Township Parks & Recreation. Jessica is on the board of Washington County Children and Youth Services Advisory Board, though her favorite; it is only one of many non-profit organizations she is involved with. she is currently an honor student at CCAC in their nursing program, and works in Postpartum Mother-Baby Unit at West Penn Hospital
Treasurer: Angela Carrier
Angela is a resident of Cecil Township; she has been a volunteer with WCRP projects and campaigns for many years. Angela is a financial and benefits professional. In addition to her day job, she supplies support for securing private grant money for two charities located in the City of Washington: Blessings in a Backpack, which provides food for disadvantaged children in Canon-Mac schools and Operation Positive Purses which helps to provide toiletries to women in crisis shelters.
